- 1/4 cup rice vinegar

Slice the flank steak against the grain. Add the slices to a mixing bowl with the brown sugar, rice vinegar, soy sauce, ginger, lemon juice, red pepper flakes, and minced garlic. Marinate for at least 1 hour.
Spread broccoli florets and thinly sliced garlic cloves on a baking sheet sprayed with nonstick spray. Season with salt and pepper and drizzle with olive oil. Roast the broccoli in a 400 degree oven for about 20 minutes.
Once the broccoli is cooked, heat a large skillet to high heat. Add flank steak with all marinades. Cook until the meat reaches desired doneness. Flank steak cooks quickly, so this should only take a few minutes.
Mix steak with roasted broccoli and serve over rice. Garnish with lemon zest.
